Basil Burchell was a well-known vendor who patented his own medicines. We would call him a quack today. His business did flourish however, and this piece was probably sold with his Sugar Plumbs. They are usually found with holes in them, as they would be attached with ribbons to the Anodyne necklace as they were sold.
