The structure is thought to have been designed by Holbein during the time of Henry VIII in 1530-36 as a Royal Palace. A fun aside: there is a footprint in the wall of St. James believed to have belonged to none other than Henry VIII himself! It is said it was his favorite place to dismount his horse, and would put his foot there every time he dismounted. Difficult to see on the token!
